Try talking to your local cat rescue group and/or vets in your area.  Both will often get calls about or feral animals brought in who simply cannot be tamed.  These animals either have to be destroyed or released (hopefully near a feeding station)  after being spayed or neutered.  For a cat like that, a steady food supply and squirrels to chase would be a very good outcome.
