It is probably as old as bovine dairying.    Clotted cream is 
practically inevitable if you leave it sitting long enough and then warm 
it up a bit.  Goat's milk probably doesn't have enough fat content, but 
if you can get your mitts on some goat double cream, it might be worth 
trying!
