It's obvious, isn't it? Predictions of a mild winter create less pressure on 
heating oil stocks, leading to lower prices. Lower fuel prices lead to higher 
voter approval with incumbents. And by the time winter hits, the prices can 
go as high as they want - the election is over! Ta-dah!
