Looked it up in The Oxford Ency. of Food and Drink in America.
Andy Smith says it was developed in the early 1920's by 2 Macedonian
immigrants. Served at a place called the Empress Chili which was located 
near
the Empress Burlesque House. It was originally served over steamed 
frankfurters
in buns. Skyline Chili was started by Greek immigrant in the late 1940's.
