Even perhaps a local store or marketplace where several people frequented
before, during or after the war.  Gas, beverages, food, clothing . . . who
knows where data got snagged, but it would be a hard nut to crack for not a
lot of payoff trying to get numbers at the war.  I envision such thieves go
for lower hanging fruit (where the necessary technology would be easier to
acquire and implement).  Now, an actual merchant or employee thereof on site
intentionally snagging/imprinting numbers is not that so far fetched.
