Maybe you can figure it out from this trial, involving bird lovers vs. pest haters in the City of Palos Verdes Estates and whether their Peacock Management Program was legal and enforceable.

As I read it, it only mentions who is allowed to trap and remove feral peacocks from parkland, and doesn't address the issue of eating them, which might or might not be legal.
