That's actualy two questions.

1. West makes MoAs, but not very often. It would be the choice of the 
candidate and it's been a long time since I last heard of one. The 
other peerages are offered to swear fealty or not in their ceremony, 
but there isn't a separate classification.

2. Regardless of whether or not a kingdom makes Masters, as it _is_ a 
Society-wide designation, I would expect all kingdoms to acknowledge 
any MoAs that moved into their area, much as we accept other kingdom 
sumptuary laws (or not: the West has none beyond the Society wide 
laws).
