Per society exchequer policy, cooks ought to be getting an advance and
then documenting expenses with receipts, etc.
See the Exchequer Handbook, section IX. SPECIAL PROCEDURES, A.
Advances of Funds.

Generally, a budget is agreed upon ahead of time w/ the
autocrat/financial committee.
