I'm not sure I follow this. Plagiarism isn't normally a legal issue, 
since it isn't the same thing as copyright infringement.

Perhaps I missed this, but what original was cited--the period 
original, or the worked out version by someone else that this was a 
close copy of? If only the former, then the person who did the second 
worked out version is falsely claiming credit for the work of the 
person who did the first.
