Often the author does not choose the images. These are chosen by the  
editor who is assigned the work at the.
publishing house.
The publishers have rights and permissions people who will choose and  
then work with the various museums, archives, and libraries to get the  
permissions and to choose the best possible images (b/w or color) for  
the book.
Often limits are set as to what will be paid or how many images will  
be allowed. Costs for reproducing images will also vary as to if the  
press is a for profit press or a non-profit press and how many copies  
will be printed.
If the book is accepted, then the editor assigned will explain all  
this to the author.
