Technically this is not quite correct......most current commercial animal feeds do still have "crude animal protein" .....not really open to interpetation that.
 
HOWEVER if you have an animal that eats animal protein that is infected with prion whether that be BSE, scrapie, etc then yes .....prion can develop but then it would also have the possibility of developing in the humans that had already eaten the meat the scraps were from ...so...... 
 
fortunately testing for these diseases is usually quite stringent in commercial settings and is one of the main reasons that "downer" animals are removed from food chain production....
 
 That's not to say your suggestion isn't proper but it would be done more for peoples' sensibilities than concerns over prion disease development
