Let me add that Paulina B. Lewicka in her extensive and excellent "Food and Foodways of the Medieval Cairenes: Aspects of Life in an Islamic Metropolis of the Eastern Mediterranean", published by Brill, completely accepts that the Kanz is 13th c. She also presents interesting analysis highlighting some distinguishing aspects of Egyptian cooking, as she compares recipes from the Kanz with recipes for the same dishes from other Arabic language cookbooks.
