Actually, I believe the usual version (I don't know if it still holds) is  
that lead was used in the pipes for the aqueducts and into houses. I know 
that  some aqueducts later fell into disrepair because people stole the (then  
valuable) lead (much as some today disable electric grids by stealing the  
copper).
 
I've never seen that prohibition mentioned. Could you pass on some sources  
on it?
