[Scriptoris] retired charters?

Check with your regional who should have an accurate set of originals if
they don't know have them ask me. With the new numbering system being put
into place with the new master sets currently in production we will be able
to keep this type of info updated better. Some retired ones will still get
painted and turned in because we make lots of copies and many of us have a
"stash" of unpainted charters (I still have a few around that have the '19'
filled in as the first two digits of the year) Please check at the charter
painting tables and such to keep your stash up to date.

Speaking of retired charters We need new designs as well!
