[Scriptoris] retired charters?

If you know a charter is retired for whatever reason. _don't paint it_ to be
turned in. Set it aside for a practice sheet. If you do not know what
designs are retired and which aren't try and find out, but keep painting and
turning scrolls in. Your Regional Scribe should be able to help you
determing if you have retired charters, failing that contact me.
