[Scriptoris] Charter Painting at War

It sounds like there will be lots of blanks going to Gulf.  I got a phone 
call last night from someone at Gulf Wars having dinner with the 
coordinator of scribe's point.  The coordinator is hoping that there will 
be lots of blanks and indicated some out of kingdom interest in charter 
painting for Ansteorra.

I do not know about the service points but I would imagine that it will be 
treated similarly to how it has been treated in previous years.
