[Scriptoris] Changes to Regional Scribal positions

Greetings!

It is with great pleasure that I announce the following appointments : 
Lady Oksana Goncharova  to the office of Southern Signet, and HL 
Therese d'Ivoire to the office of Coastal Signet.

Please join me in welcoming each of these Ladies  to their  respective 
offices. I would also like to thank Lady Sabine DuBois, who graciously 
continued serving in the capacity of Coastal Signet until the office 
was filled, for her outstanding service to the Kingdom in this office.

The College of Scribes and Illuminors performs a much needed service 
and art to the Kingdom, and we are fortunate to have such individuals 
stand up in these leadership roles.
