I'm afraid that a province is at the same level as a barony
and can't have baronies within it.  (Since it has all the requirements
of a barony but doesn't have the ceremonial head (except the
"Crown Province of Ostgardr" in the East, where it's really a barony
because they have a Viceroy and Vicereine), there's not much
demand for provincial status.)
