SR - thoughts on city states ... different politics

Earlier I posted asking for thoughts on what would be different from
existing group formats, such as a Principality, that we would do to
create something different, such as a County. As such I was thinking
over more of the places we can change that would make such an entity
different from a Principality. We could look into the use of a Curia, or
Signoria/"The Eight", a parliament of sorts that the Coronet would
report to. Formats for choosing the Coronet could be other than the
standard heavy weapons tournament format required for a Crown/Coronet
tournament. (I leave it to all of you to think of formats that might be
worth considering, if any.) Just the first couple of changes I could
think of.
The only problem with any of these might be that any new entity created
my not be allowed to become a Kingdom in the long term, should we
further decide that doing so would be preferable. I really don't foresee
that as a great problem, since if this new entity were to meet the
requirements for being a Kingdom, should the populace of that entity
decide to try to become a Kingdom, then I doubt the BoD would really
consider that the entity would not be allowed to proceed because they
were not a "principality" first. Any other changes people can think of?
Not that we should pursue this, but it's just some more thoughts for
everyone to chew on and consider.
