This is seems to be very true. But, I checked Corpora and there is no designation
that the Coronet must be elevated with the presence of the crown.  That doesn't
mean kingdom law and principality law couldn't reflect the fact. I think that
issue is left up to the kingdoms. It would be interesting to see if any other
kingdoms allow the principality coronet to elevate without the presence of the
crown.
