Simply put, if someone has a long history of being an obvious rhino or has
some other major problem, the King can keep them out of Crown Tournament.
However, if a person is that bad, some action should be taken before it gets
to the stage of being banned from Crown. It is first the Chivalry's duty to
talk to and work with the person, and to teach that person to be  a better,
and more chivalrous fighter. I've seen great success stories from this.
However, if the person is unwilling or unable to change, then it becomes the
marshallate's responsibility to step in and take action. This action can
range from probabtion (ie, if you screw up in the next six months, we'll
pull your authorization card) to having the person's card revoked.
