Ok, your friendly Kingdom Seneschal popping in here.

You can set up a Kingdom account to hold funds for use in producing a
regional Newsletter.  You have to go through Don Donald to do so.  Groups
can transfer money to this account (this would need to be approved by the
group's financial committee), the idea of earmarking a portion of regional
event profits is ok, but the money still must pass through the coordinating
group's account first.  The best way to do this is to use the initial
(transfered) money as seed money, to produce the first few issues.  These
would have to be available to any SCA member who wanted one.  Use this to
cerate a subscribers mailing list and charge a small fee to help offset the
cost of future issues, just like local newsletters do.  You will have to
set up a oversite committee to act as a financial committee (check with Don
Donald to see who needs to be on this).  You will also be subject to the
Kingdom Chronicler and have to follow all SCA rules concerning newsletters.
 The other way you could set this up is to run this as a private news
letter using private donations to seed it, and subscriptions to pay for
future issues.  In this example no SCA money could be used but oversite
would be strictly at your discretion.
