Please do not send MicroSoft Word documents to the mailing list.  Not
everyone has MS Word or a word processor xprogram that can read it.
Also, it takes a lot more space than plain ASCII.  Laws shoudl work
quite well in plain text, in general.  (If you're editing drafts and
sending them around, then deletion / insertion markings would be lost,
but I don't see that happening here.)
