There is only one get-together in any given group in 6 weeks?  In Bryn
Gwlad, the ballots went to the weekly fighter practices.  For all I
know, the seneschal had someone send them to various guild meetings,
though I think it unlikely due to the weekly availability.  So far as
I know, there was nothing that said "You are forbidden to take them to
any place but your monthly populace meeting".

(Please note that I'm just addressing the "one meeting" issue alone.
I'm not discussing timetables, whether ballots were received anywhere,
oversight in both senses of the term, et cetera.)
