ST - Fighter practice Discussion

Your Excellency, and fellow members of Steppes.  Dux and I are unable to attend
the populace meeting due to a work dinner that Dux has to attend.  Sorry, that
we are unable to make it.  Dux will still be taking input on the moving of
Fighter's Practice via email and in person for the rest of April.
