[Steppes] Directions for war practice

I agree, and apologize, it is all quite infuriating.  But Lord Fearghus
was quite specific on this matter the last time we held the practice and
he will have to give us the all clear if it is going to be SCA sanctioned
combat archery.  If and when he does I will do all within my power to
make sure it is a safe and successful exercise for the Brigade.

Belive me I am not happy about it either because it prevents me from
getting on the field as a combat archer as well.  We all have a
considerable cash investment in equipment that is just sitting around
gathering dust this year.  We would very much like to be able to use it.

I will post again just as soon as Kingdom's Archery Marshal contacts me
