[Steppes] Directions for war practice

I seem to recall him participating in the practice despite the lack of
formal permission from the park.  I also recall him talking about how his
precautions were overdone - that combat archery could be successfully done
without so many marshals, and without the huge boundary that he had required
to be marked out.

But, you know - if you need a blessing from *somebody*, rather than making
the decision on your own, then go to it.

Something to remember: "officially" sanctioned SCA practice only means that
the insurance covers the SCA officers involved in the activity, in case of a
suit being brought against them.  There is nothing else that such sanction
provides.

Moreover, official sanction is granted if you publish the practice and
follow the rules.  We have no rules requiring asking for permission from
parks before conducting practice.  We also have no rules requiring
permission from Regional marshals before conducting practice.  Asking for
permission is purely your own pucker factor at work - so let's be clear on
that.
