ST - Information on guilds?

Greetings,

I have a question for anyone that may know and would care to pass that
information along.  How does one start up a guild?  The static and combat
archers of the Steppes have requested I help find out as they want to
start a "Bowyer & fletchers guild" in the Steppes, and we do not have
clue where to start!

Can anyone help?
