[Steppes] Populace meeting

Oh, my Steppes-friends.  You _want_ this fellow at your meeting.  You _want_
him to be active in Steppes.  If he shows half the enthusiasm for Steppes that
he showed for Loch Ruad and Elfsea, it will be truly wonderful.
