[Steppes] Sunday fighter practice

Two pros for moving it back to Flag Pole hill:
1) Equestrian practice is allowed there.
2) We will be closer to the Archery field.

These are two things we currently do not have and we would benefit from a
closer union with the rest of our strong, hard working, and beautiful
fighting forces. :)

Negatives:
1) Everyone will want to ride the horses.
2) They may take away the attention from the light and heavy fighters.
