[Steppes] Teenager pavilion @ Dragonsfire Tor

Greetings to parents of teenagers,

As we all discussed at Steppes Warlord, there will be a teenager's pavilion
for after hours use.  It worked well there and we'll do it again.

Have your teenager bring a chair and a 6 pack of non-alcoholic beverage of
their liking.  We'll provide the pavilion, rugs, tiki torches, and ice
chests.

During the day-time it will serve as the baby-sitting pavilion for Elizabeth
and Lady Juliana.
