[Steppes] sleeve question

I have seen the ribbon sewn on the dress and sleeve at matching points. I 
have also seen them put on with hooks and eyes. Now remember I have only seen 
this I have not worn or made a dress like this.

If you decide on grommets have your servent use flat rings (washers) on top
of the hole and cover them with embroidery floss
