[Steppes] Steppes Fighter Practice Cancelled as well

I've aparently "acclimated."  3 years ago living in Northshield, I thought
fighting in 20 degree weather was a blast.  :)  But I was miserable when I
had to authorize when it was 95....so there you go.  :)
