[Steppes] Candidate Questions and Answers

All discussion of answers posted to the webpage has to take place off the
webpage because people cannot individually post to the webpage.

It is too easy to send discussion to the mailing list by not changing the
reply-to address. It is a mistake most of us make from time to time even
with the best of intentions. The written word is subject to the
interpretation of the reader in a way that the spoken word is not subject
to the listener, therefore I see the value in keeping discussion from the
list to prevent some sort of tragically explosive misinterpretation and
the subsequent drama.

Making the answers available only by the website means that this accident
cannot occur and people will discuss the answers privately as requested.

That's my theory, anyway.
