[Steppes] populace meeting for September

>From my understanding it's supposed to be the 25th (hence the calendar) 
given the populace rules and the baronial polling date, however I could 
easily be corrected on that.  The big question though is going to be where!  
Francesca had mentioned to me that we would likely need to move it from 
Vinnie and Nuala's given space requirements as the baronial polling would 
bring a crowd so large as to overwhelm them.  I'm still waiting to hear on 
that, which is why there is no Populace link on the calendar at the moment.
