[Steppes] Gulf War site

Back in the 60s, there was a hurricane that decimated the Texas coast
around Port Arthur.  I don't remember how many died but I do remember
being in Port Arthur shortly after and seeing the devastation.  I was
just a kid but I remember well how it demonstrated the frailty of man and
his structures!
