[Steppes] decorations for 12thnight

[Crimson Vision]

The main reason for hanging the lights where they were was to provide the
extra light for feast and evening court rather than keep the overhead lights
on.  if we hung them from the ceiling they'd not cast enough light to help
and would obscure some of the lovely banners.  <:)

I'm so happy everyone seems to have had a good time!  More from me when I
have had a little more sleep and time to recover.  ;)
