[Steppes] Refunds for Steppes Letter Subscriptions

Starting with the February Steppes Letter a hard copy will be offered free
of charge.  Those of you who have active subscriptions will receive a
refund of the balance starting with February through the end of your
subscription term.  Refunds for the absent December newsletter will also be
included.  If you would rather donate your balance to the Steppes, reply to
myself and Elin by April 15th.   Below is a list of folks with
subscriptions whom I do not have contact information for.  If you do,
please forward it to me.
