[Steppes] calendar events

Ok So Twelfth Night is not going to host Eistedfodd this next year. Why can't it still be a calendar event along with Warlord next year and keep Artisan our non-calendar event? Is there some deadline this far in advance at which we must decide which are calendar and which are not? Is there something set in stone that says that Artisan is our second Calendar event every year along with Warlord?
