[Steppes] Artisan as regional

Actually I did suggest doing Artisan as a regional event with 
Elfsea...........

But I also pointed out that Elfsea is going to be changing leadership soon 
and the current heads may not want to commit the future Baron/Baroness to a 
specific course of action.
