[Steppes] New sites for events

While there has beena  lot of great talk for Warlord and HL Chiara and
others have done a great job doing legwork looking for new sites, let us not
forget about 12th Night.  It is in as much and probably more need for a new
site.  The time fram for 12th night books fast so we really need to be
looking at this as well.  

I just wanted to put it out there lest we forget about it in the interim.
