[Steppes] garb patterns

If you do not mind drawing out your own patterns the best book for what you are looking for is called Patterns for Theatrical Costumes, http://www.amazon.com/Patterns-Theatrical-Costumes-Garments-Accessories/dp/0896761258/ref=pd_sim_b_38

My copy is soooo worn that I had to take it to Kinko's and have the spine removed so that I could put them in plastic sleeves. I have them all in a 3-ring binder, the kind that opens with the rings flat.

Get a used one, they sometimes have notes in the margins that will help you along. :) This is actually a text book for many colleges and fashion institutions.

The other pattern sets that I recommend are Margo's Patterns. http://www.margospatterns.com/

They have great instructions and there are mailing list groups that all they do is support each other as they make the garments.
