[Steppes] C&I guild is not cancelled

[Webminister of the Steppes]

There was a spammer that managed to post meeting minuted for an old
cancelled C&I meeting. It appeared on the front page of teh Steppes website.
I have removed the erroneous post, corrected the security settings, and we
shouldn't have an occurrence like that again.
