[Steppes] Rapier practice cancelled for April 30

The long range weather forecast has called for thunderstorms during our
normal practice time - same as last week. Because I tend to learn from
history (and standing under a pavillion during a storm is not my favorite
activity), rapier practice will be cancelled for the evening of April 30.
Have a safe and dry time.
