[Steppes] August 13 rapier practice cancelled

I've been keeping an eye out on the temp/heat index numbers. And when a
posted heat advisory extends through practice times, I feel compeled to
respond. Therefore, Steppes rapier practice will be cancelled for the
evening of August 13th.
