[Steppes] Rapier Practice for 10/15/19

I've been keeping an eye on the weather forecast for this evening. If it
holds up, we've got only a 30% chance of scattered thunderstorms at some
point.

So this evening's rapier practice will take place. See you between 6:30 and
9:00 p.m at Heights Park.
