[Steppes] New Fighter Practice Start Time

Near the end of practice last week, I had a discussion with the assembled
fighters. We agreed that the sun was dropping on us far too quickly (about
8-8:30 pm).

So beginning tomorrow, fighter practice will begin at 6:30 pm at Heights
Park. I'll have the loaner gears and waivers in hand. With an earlier start
time, we should be able to get at least a good two hours of practice in.

This time change will likely hold until Daylight Savings Time ends, when
we'll revisit the subject.
