[Steppes] Rapier Practice for Feb. 18 cancelled

[Rapier Marshal]

I've received word that Richardson has experienced serious rain earlier in
the day. Considering that and the expected low temperatures, Steppes Rapier
Practice is cancelled for Tuesday, February 18th.
