[Tir-Medoin] Ammendment to officer's bids

Sorry everyone,

As an amendment.  Chronicler bid is not June 1st, but
July 1st.

Both offices will have an official opening of July 1st
and official closing of Sept 1st to give people time
to get paperwork in order.
