[Western] cresant wrench

Cresant wrench, in crude terms, will be an event similar to king's round
table. It was an idea planned on the side of many events in the western
region including Gothic wars. It will be centered around the western region,
its regional officers, shires officers and shire needs. It will be,
possibly, the best chance to get authorized for all shire offices. It will
also be an opportunity for use to get together and discuss what we can do
and need to do as a region.

          I hope no one takes this wrong but until we have a game plan for
Crescent Wrench I say we put it off. That means we need to know what is
going to go on there. No one has stepped up to say they would run this thing
or said what they would be willing to do such things as classes or anything
I mean no disrespect but we need to offer something to bring people. This is
just my opinion.
